{"id":6437,"date":"2022-01-21T20:05:10","date_gmt":"2022-01-21T20:05:10","guid":{"rendered":"https:\/\/gasquip.com\/?p=6437"},"modified":"2022-01-24T14:45:33","modified_gmt":"2022-01-24T14:45:33","slug":"nouvelle-reglementation-sur-le-sf6-ce-que-cela-signifie-pour-les-services-publics","status":"publish","type":"post","link":"https:\/\/gasquip.com\/fr\/new-sf6-regulations-what-it-means-for-utilities\/","title":{"rendered":"Nouveau r\u00e8glement sur le SF6 \u2013 Ce que cela signifie pour les services publics"},"content":{"rendered":"<p>\u00c0 l&#039;\u00e9t\u00e9 2021, CARB (<strong><a href=\"https:\/\/ww2.arb.ca.gov\/our-work\/programs\/elec-tandd\">Conseil des ressources a\u00e9riennes de Californie<\/a><\/strong>) a publi\u00e9 sa nouvelle mise \u00e0 jour de la r\u00e9glementation SF6 dans le <a href=\"https:\/\/ww2.arb.ca.gov\/rulemaking\/2020\/sf6\"><strong>\u00ab\u00a0R\u00e8glement visant \u00e0 r\u00e9duire les \u00e9missions d&#039;hexafluorure de soufre provenant des appareils de commutation isol\u00e9s au gaz\u00a0\u00bb<\/strong>. <\/a> Cet amendement impose des directives plus strictes au SF6 GIE (Gas Insulated Equipment) des services publics californiens et propose \u00e9galement un plan d&#039;\u00e9limination progressive de la technologie bas\u00e9e sur le SF6 au cours de la prochaine d\u00e9cennie. Cette mise \u00e0 jour n&#039;est pas une surprise pour de nombreux OEM (Original Equipment Manufacturers) du GIE qui ont investi des millions de dollars dans la technologie SF6 Free. Il est essentiel de comprendre le fonctionnement de ces nouvelles r\u00e9glementations, car nous nous attendons \u00e0 voir des restrictions plus strictes sur le SF6 aux \u00c9tats-Unis dans les ann\u00e9es \u00e0 venir. <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/9\/96\/CARB_logo.svg\/1280px-CARB_logo.svg.png\" alt=\"Fichier:CARB logo.svg - Wikip\u00e9dia\" width=\"312\" height=\"62\"\/><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Histoire du SF6<\/h2>\n\n\n\n<p>En 1901, les chimistes Henri Moissan et Paul LeBeau cr\u00e9ent SF<sub>6<\/sub> du gaz pour la premi\u00e8re fois \u00e0 Paris, en France. Le potentiel de ce gaz a commenc\u00e9 \u00e0 \u00eatre explor\u00e9 en 1937, lorsque GE a commenc\u00e9 \u00e0 exp\u00e9rimenter le SF.<sub>6<\/sub> comme moyen d&#039;extinction d&#039;arc. Le gaz fut ensuite produit en masse, d&#039;abord par Allied Chemical Corp, et commen\u00e7a \u00e0 devenir populaire dans les appareils de commutation haute tension dans les ann\u00e9es 1960. SF<sub>6<\/sub> Le gaz a \u00e9t\u00e9 utilis\u00e9 dans diverses applications depuis sa cr\u00e9ation, notamment\u00a0: la chirurgie oculaire, les chaussures Nike Air, les vitres insonoris\u00e9es, les amortisseurs et bien d&#039;autres.<\/p>\n\n\n\n<div style=\"height:41px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9chauffement climatique et SF6<\/h2>\n\n\n\n<p>Lorsqu\u2019il s\u2019agit de mesurer le potentiel de r\u00e9chauffement global (PRG) d\u2019un certain gaz, le CO2 a toujours \u00e9t\u00e9 utilis\u00e9 comme r\u00e9f\u00e9rence, avec un GWP de 1 sur une p\u00e9riode de 100 ans. \u00c0 cette \u00e9chelle, le SF6 a un GWP de 23\u00a0900, ce qui signifie qu\u2019il est 23\u00a0900 fois plus puissant en tant que gaz \u00e0 effet de serre que le CO2. En fait, il s\u2019agit du gaz \u00e0 effet de serre le plus puissant jamais \u00e9valu\u00e9 selon le Groupe d\u2019experts intergouvernemental sur l\u2019\u00e9volution du climat. Pour mettre cela en perspective, deux voitures \u00e0 essence tournant au ralenti pendant une ann\u00e9e enti\u00e8re auraient le m\u00eame effet sur le r\u00e9chauffement climatique que la ventilation d&#039;une bouteille de gaz SF6 pendant 10 secondes. Cependant, il convient de noter que SF6 est responsable de <a href=\"https:\/\/cfpub.epa.gov\/ghgdata\/inventoryexplorer\/#allsectors\/allsectors\/allgas\/gas\/all\"><strong>moins de 1%<\/strong><\/a> de toutes les \u00e9missions de gaz \u00e0 effet de serre aux \u00c9tats-Unis.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/gasquip.com\/wp-content\/uploads\/2022\/01\/image-6.png\" alt=\"\" class=\"wp-image-6550\" width=\"513\" height=\"203\" srcset=\"https:\/\/gasquip.com\/wp-content\/uploads\/2022\/01\/image-6.png 667w, https:\/\/gasquip.com\/wp-content\/uploads\/2022\/01\/image-6-300x119.png 300w, https:\/\/gasquip.com\/wp-content\/uploads\/2022\/01\/image-6-600x237.png 600w\" sizes=\"(max-width: 513px) 100vw, 513px\" \/><\/figure><\/div>\n\n\n\n<div style=\"height:41px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">La nouvelle r\u00e9glementation CARB SF6<\/h2>\n\n\n\n<p>La premi\u00e8re partie du <a href=\"https:\/\/ww2.arb.ca.gov\/sites\/default\/files\/barcu\/regact\/2020\/sf6\/fro.pdf\"><strong>\u00ab\u00a0Modifications propos\u00e9es au r\u00e8glement visant \u00e0 r\u00e9duire les \u00e9missions d&#039;hexafluorure de soufre provenant des appareillages de commutation isol\u00e9s au gaz\u00a0\u00bb<\/strong><\/a> est le plan d\u2019\u00e9limination progressive du GIE \u00e0 base de SF6. Voici un r\u00e9sum\u00e9 :<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/gasquip.com\/wp-content\/uploads\/2022\/01\/Phase-Out-dates.png\" alt=\"\u00c9limination progressive du SF6\" class=\"wp-image-6547\" width=\"435\" height=\"319\" srcset=\"https:\/\/gasquip.com\/wp-content\/uploads\/2022\/01\/Phase-Out-dates.png 722w, https:\/\/gasquip.com\/wp-content\/uploads\/2022\/01\/Phase-Out-dates-300x220.png 300w, https:\/\/gasquip.com\/wp-content\/uploads\/2022\/01\/Phase-Out-dates-600x440.png 600w\" sizes=\"(max-width: 435px) 100vw, 435px\" \/><\/figure><\/div>\n\n\n\n<p>Ce plan d&#039;\u00e9limination progressive permet aux installations de SF6 existantes de fonctionner jusqu&#039;\u00e0 leur fin de vie. Chaque \u00ab date de suppression progressive \u00bb signifie simplement que les services publics ne pourront plus acheter ce type de GIE au-del\u00e0 de la date indiqu\u00e9e. <\/p>\n\n\n\n<div style=\"height:41px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Respecter le plafond des \u00e9missions de SF6<\/h2>\n\n\n\n<p>California Utilities \u00ab ne doit pas d\u00e9passer sa limite d\u2019\u00e9missions annuelle \u00bb, telle que calcul\u00e9e par l\u2019article 95354.1(c) du nouveau d\u00e9cret r\u00e9glementaire. Une partie de cette \u00e9quation consiste \u00e0 conna\u00eetre \u00ab l\u2019augmentation nette de la capacit\u00e9 totale des GIE actifs d\u00e9tenus \u00bb. Comme beaucoup de gens le savent, la capacit\u00e9 nominale du GIE et\u00a0<strong>r\u00e9el<\/strong>\u00a0les capacit\u00e9s ne sont souvent pas d\u2019accord. Cela devient plus \u00e9vident lors du d\u00e9mant\u00e8lement du GIE. Par exemple, un morceau de GIE indique une capacit\u00e9 de 100 lb de SF6 indiqu\u00e9e sur la plaque signal\u00e9tique. M. Technicien est charg\u00e9 de mettre hors service le GIE et n&#039;est capable de r\u00e9cup\u00e9rer que 92 livres, m\u00eame apr\u00e8s avoir suivi <strong>tous<\/strong>\u00a0des proc\u00e9dures appropri\u00e9es. D\u00e9sormais, lors du rapport annuel, cela sera indiqu\u00e9 comme une \u00e9mission de 8 livres. C&#039;est ce qu&#039;on appelle commun\u00e9ment une \u00ab \u00e9mission fant\u00f4me \u00bb, car selon la formule, ces 8 livres de gaz \u00ab manquant \u00bb doivent \u00eatre une \u00e9mission. Il peut y avoir de nombreuses raisons pour lesquelles une capacit\u00e9 nominale ne correspond pas \u00e0 la capacit\u00e9 r\u00e9elle, notamment\u00a0:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Le poids est bas\u00e9 sur le volume th\u00e9orique du GIE.<\/li><li>R\u00e9visions d&#039;\u00e9quipements sans mise \u00e0 jour de capacit\u00e9, ex: diff\u00e9rentes travers\u00e9es.&nbsp;<\/li><li>Manom\u00e8tres de densit\u00e9\/pression inexacts.&nbsp;<\/li><\/ul>\n\n\n\n<p>Sur la base des commentaires des services publics, le CARB a reconnu que les inexactitudes dans la plaque signal\u00e9tique semblaient \u00eatre la norme et non l&#039;exception. C&#039;est pourquoi ils ont ajout\u00e9 une proc\u00e9dure facultative pour aider \u00e0 r\u00e9soudre ce probl\u00e8me\u00a0: <\/p>\n\n\n\n<div style=\"height:41px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Proc\u00e9dure de r\u00e9glage de la capacit\u00e9 sur la plaque signal\u00e9tique en option<\/h2>\n\n\n\n<p>Le CARB permet d\u00e9sormais une proc\u00e9dure facultative unique d&#039;ajustement de la capacit\u00e9 nominale afin que les propri\u00e9taires de GIE puissent obtenir leurs plaques signal\u00e9tiques aussi proches que possible de la capacit\u00e9 r\u00e9elle (article 95357.2 du nouvel arr\u00eat\u00e9). Apr\u00e8s avoir inform\u00e9 le CARB de son intention de proc\u00e9der \u00e0 un ajustement, la proc\u00e9dure est la suivante\u00a0:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Enregistrez la pression initiale du syst\u00e8me et la temp\u00e9rature de la cuve avant de retirer tout gaz isolant \u00e0 l&#039;aide d&#039;un <strong><a href=\"https:\/\/gasquip.com\/fr\/produit\/kit-dadaptateur-de-jauge-de-precision\/\">manom\u00e8tre<\/a><\/strong> r\u00e9pondant aux exigences minimales de pr\u00e9cision de la section 95354(f)(2) et \u00e0 un <strong><a href=\"https:\/\/gasquip.com\/fr\/produit\/kit-dadaptateur-de-jauge-de-precision\/\">Indicateur de temp\u00e9rature<\/a><\/strong> r\u00e9pondant aux exigences minimales de pr\u00e9cision de la section 95354(f)(3).<\/li><li>Convertissez la pression initiale du syst\u00e8me en une pression initiale du syst\u00e8me compens\u00e9e en temp\u00e9rature en utilisant la courbe temp\u00e9rature\/pression sp\u00e9cifi\u00e9e par le fabricant ou d&#039;autres mat\u00e9riaux fournis par le fabricant qui peuvent \u00eatre utilis\u00e9s pour convertir la pression initiale du syst\u00e8me en une pression initiale du syst\u00e8me compens\u00e9e en temp\u00e9rature.<\/li><li>Si la pression initiale du syst\u00e8me compens\u00e9 en temp\u00e9rature de l&#039;appareil GIE ne correspond pas \u00e0 la pression de fonctionnement de conception compens\u00e9e en temp\u00e9rature sp\u00e9cifi\u00e9e par le fabricant, ajoutez ou retirez du gaz isolant vers\/de l&#039;appareil GIE jusqu&#039;\u00e0 ce que la valeur sp\u00e9cifi\u00e9e par le fabricant soit atteinte.<\/li><li>Suivez l&#039;un des processus suivants, selon la m\u00e9thodologie utilis\u00e9e pour mesurer la quantit\u00e9 de gaz r\u00e9cup\u00e9r\u00e9e\u00a0:<br>     (A) Connectez un <strong><a href=\"https:\/\/gasquip.com\/fr\/produit\/systeme-de-pesee-de-gaz-sentinelle\/\">D\u00e9bitm\u00e8tre massique<\/a><\/strong> entre l&#039;appareil GIE et une voiturette de gaz ; ou<br>     (B) <strong><a href=\"https:\/\/gasquip.com\/fr\/produit\/echelle-de-poids-de-cylindre\/\">Peser le gaz<\/a><\/strong> conteneur utilis\u00e9 pour recevoir le gaz et enregistrer cette valeur.<\/li><li> R\u00e9cup\u00e9rer le gaz isolant du dispositif GIE jusqu&#039;\u00e0 cinq minutes apr\u00e8s que la pression dans le dispositif GIE ait atteint la pression d&#039;arr\u00eat.<\/li><li>Enregistrez la quantit\u00e9 de gaz isolant r\u00e9cup\u00e9r\u00e9e (en livres), soit en vous basant sur la lecture du <strong><a href=\"https:\/\/gasquip.com\/fr\/produit\/systeme-de-pesee-de-gaz-sentinelle\/\">D\u00e9bitm\u00e8tre massique<\/a>,<\/strong> ou par <strong><a href=\"https:\/\/gasquip.com\/fr\/produit\/echelle-de-poids-de-cylindre\/\">peser le gaz<\/a><\/strong> conteneur qui<br>re\u00e7u le gaz et en soustrayant le poids enregistr\u00e9 conform\u00e9ment \u00e0 l&#039;article 95357.2(c)(4)(B) de cette valeur. La quantit\u00e9 de gaz r\u00e9cup\u00e9r\u00e9e doit correspondre \u00e0 la capacit\u00e9 nominale r\u00e9vis\u00e9e du dispositif GIE.<\/li><li>Enregistrez la pression finale du syst\u00e8me.<br><\/li><\/ol>\n\n\n\n<div style=\"height:41px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">\u00c9quipement requis pour la proc\u00e9dure d&#039;ajustement de la capacit\u00e9<\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/gasquip.com\/fr\/produit\/kit-dadaptateur-de-jauge-de-precision\/\"><strong>Jauge de pression et de temp\u00e9rature de pr\u00e9cision<\/strong> <\/a>\u2013 Nous avons d\u00e9velopp\u00e9 un kit contenant un manom\u00e8tre de pression et de temp\u00e9rature de pr\u00e9cision personnalis\u00e9 qui r\u00e9pond aux exigences \u00e9nonc\u00e9es par le CARB (voir page 23 de l&#039;ordonnance de r\u00e9glementation finale).
